Only when you already use one and want to keep it. For new builds we prefer custom blocks and structured fields. They load faster and don't lock your content into one vendor's format.

Yes. We often start with an audit of the current theme, plugins, and performance, then propose whether to improve what's there or rebuild. Rebuilding isn't always the answer.
